POLI 354 - Public Management and Personnel Systems (3) This course explores how government agencies are led and managed. It will introduce the student to the concepts and theories of public employment, the practice of human resource management, and current issues of importance in the field of public sector human resource management. Concepts such as leadership, civil service and patronage systems, workforce recruitment, workplace discrimination, and public employee unionization will be discussed among many other issues. A theme throughout the course will be the identification of value conflicts that constantly plague the public manager. Recommended Preparation: POLI 250 .
